Very Rough cut at Portal Plan

• We've decided to take a "top down" approach to dealing with the portal problem. We've gathered some use case information from OSAF staff
• Mimi and I (and a few others) to define a taxonomy of categories for the Portal. This is in line with what Deb Richardson recommended to me - goal: end of next week for first cut
• Look at whether our navigation structure supports that taxonomy, redesign the navigation if necessary
• Compare the content that we have against the taxonomy and figure out what content is missing
• Create any missing content
