Refining time zone proposal

Sign up work flow:

This is just an update to the sign up work flow to incorporate the time zone requirements.

1. User types in hub.chandlerproject.org
2. User is taken to Login page
3. User signs up for an account, ' Click here to create one.'
4. A sign up dialog appears for the user to sign up for a new account
5. User fills out the fields in Sign up dialog incorrectly
6. Error messages appear in the sign up dialog
7. User submits their information. User needs to verify their e-mail account.
8. User checks their e-mail to activate hub account.
9. User clicks on URL in account activation email to activate account
10. User is taken to a gateway page; e-mail is confirmed. User can either enter the web UI or select from the drop down list the calendar application they are using to publish their calendar information. See gate way page proposal Mock up is not final, needs update
11. User clicks on 'Start using Chandler Hub'. User is taken to their hub new account.

Note: A user can also Sign up for an account from the Sign up dialog off of a Ticket View

If the user signs up for a new account off of a 'ticket view':

1. User is currently viewing ticket view.
2. User click on 'Sign up'
3. A sign up dialog appears for the user to sign up for a new account. At the bottom of the dialog, '[√] I'd like to subscribe to this collection once I create my account. (default to: checkbox is checked) Bug #8720:
4. User submits their information. User needs to verify their e-mail account.
5. User checks their e-mail to activate hub account.
6. User clicks on URL in account activation email to activate account
7. User is taken to a gateway page; e-mail is confirmed. User can either enter the web UI or select from the drop down list the calendar application they are using to publish their calendar information. See gate way page proposal^?
8. User enters the web UI, default to the last collection they were viewing in from 'ticket view'.
