resolutions from Thursday's meeting on clouds and copy policy

• depricate copy policy, use cloud copy instead (Andi will remove it once we give him the go ahead)
• new "by method" endpoint policy
• add names for clouds (to distinguish between multiple clouds, vs order)
• make improvements to cloud syntax in parcel xml to make them easier to use (Lisa and Morgen had suggestions)
• alter existing code that makes use of copy policy to use clouds instead

tasks

• parcel loader to use cloud copy -- Morgen, sometime during .4 release, after name support is added
