copying, item clouds, policies

current copy use cases (doesn't include sharing):

• Instances of detail views are very similar, so we use the idea of "copy" in parcel xml
• When creating a new item collection (and an associated view, which is a tree of blocks), we make a copy of an existing one.
• Eventually, we will want to copy any user data created in the parcel to a separate space (not yet happening)
