Did first pass hooking up Kind Filter.

Stuart finally approved my changes for checkin. Check in had quite a few changes:

• Updated ItemCollection to use ref collections
• Removed extra Query layer in ItemCollection
• Added Kind Filter (with a few remaining bugs to fix)
• Added Delete to Table (with a few remaining bugs to fix)
• Made Sidebar it's own class and moved some sidebar specific methods to it
• Modified Repository Query to use arguments
• Temporarily replaced notifications in ItemCollection and Query to avoid calling all instances
• Fixed a bug in repository Query where an empty query string barfs
• Moved inclusions and exclusions from ItemCollections to repository query
• Fixed bug #1568
• Updated lots of parcel XML to reflect lots of changes to ItemCollection
• May have forgotten to mention minor changes.

I forgot to check unit test and broke lots of them. Fixed all but one, which looks like a repository bug
